So at the police station, I am supposed to deal with determining who made a specific power armor. I want to determine that and who made all of its major components. I don't mean who made the seals that keep in the life support system, I mean who made the weapons, who made the powerplant, etc.

The Suit is advanced enough to qualify for the alien technology penalty of -40%, nevertheless you can somehow deconstruct basic design similaries between it and H-Brand, although that seems off as it's far more complex than you think them capable of, but the facts remain what they are.
