The Platinum Shield: My players merc company is the mastermind and main funding behind the creation of this city, they are paying the majority of the workers, coordinating the various factions involved and manufacturing the building materials needed to make the city a reality. When the city is constructed they will defend it from all enemies and live and retire in it when their members are too old to fight.
Dweomer: The Platinum Shield's silent partner is not about to let them create a new civilization without adding their input, as a result the Government of Dweomer have "convinced" 2400 minor and major psychics as well as 100 earth Warlocks to come and aid the Platinum shield with their project. Most of the basic labor as well as most of the exotic stonework is accomplished by these laborers (90% vagabonds and city rats with basic construction skills).
The Spinne: These odd Spider like D-bees (WB 30 page 193) have trouble fitting in anywhere because of their frightening appearance. Because the Platinum Shield has gone out of their way to hire a group of these D-bees and make sure that they have a home in their lands they have decided to help by providing their expertise in Architecture. In return for a private neighborhood they have offered to add their expertise to the effort of constructing a city.
The Cyber Knights: Lord Coake's order has good reason for save havens to thrive, and they occasionally need a place to dump people who have no other place to go. As tensions in the magic zone have been increasing in the build up to the war in Tolkeen Coake and other do-gooders have been directing refugees to go west, faaar west.
The True Alantians: Dweomer managed to convince a Stone master to work for the Platinum Shield (for 250,000/week). No Stone Master travels without a bloated entourage and the ability to create and run a pyramid is vital to the construction of a city, as a result we have access to a stone master/prima donna who would be more trouble than he is worth if he did not have the ability to tell unruly ley lines to sit down and shut up. Still for a population of less than a 100 people, they have a disproportionate amount of influence.[/quote]
