This may seem like minutia, but I feel like talking about this.: The New Alexandria government collects income in a multitude of ways.
First off there is an Income tax equal to one sixth of a resident's income, this goes to all of the non military needs of the Government such as Police, Education, Park Maintenance, Medical Care and wages for Senators and waste processing. Another sixth of a person's wage's goes to a "Personal Annuity Account", this is a retirement fund that every resident and citizen are required to invest (5% compound interest every year) in that they receive when they reach the equivalent of 60 years of age. This Personal Annuity account can be cashed in by borgs to pay for Fusion reactors at regular intervals. Farmers, Miners and Specific Craftsmen can pay this tax in goods rather than cash.
The Second Tax the City of Alexandria charges rent to every resident and citizen, since they own the entire city they simply charge a rent fee on every building and rigorously enforce vagrancy laws in all districts except The Squat (the burbs like location outside the city walls). Every month that residents pay rent a small amount goes to maintain the staff of every residence (landlords, handymen, maid services and security) the rest goes to the Military.
The third source of Income is the state owned manufacturing and mining interests and the state sale of military surplus. CFT weapons. New Alexandria makes a profit off of the Mines that they control, over a third of this income goes to funding improvements in education and scientific research while most of the rest going into discretionary funds for the Military and Government. The Government also has massive stack farms that produce millions of gallons of Algae which is produced into bio-diesel and a lucrative business of selling materials.
The Alexandrian Government also sells goods apprehended through military action and legitimate seizures in the due process of law and order. About 90% of all Xitixix weapons and meat captured in the Bug War are sold to the Naruni in exchange for Naruni Credits as well as a decent percentage of the Techno Wizardry manufactured by the Alexandria government.
