First off, a character can spend an OCC related skill to specialize in a skill. If a character chooses to do this he gains a +10% to that skill's performance and an additional +1%/level. A character who specializes in a skill may re-roll one failure per game session and no longer has a limit to how high the skill percentage of his specialized skill can reach. A character may specialize in the same skill twice.
Every skill has a critical threat range equal to 10% of his skill total (round up), every time the player rolls withing this total when making a skill check he is considered to have critically succeeded. The effects of a critical success are the purview of the GM but generally the skill check is twice as effective, completed in half the time etc.

Nice rule on the skill critical success. I like it.
I like the idea of the specialization as well, but imo there are too few skill slots given to many of the occ's in the first place. The trade-off of giving up another skill for specialization won't be worth it in most cases, but it is a nice option to have. Nicely done.
