The Sniper Skill allows the character to increase the range of his ranged weapons by 100% by spending an additional action to aim. If the weapon is equipped with a scope this range bonus is increased to 150%. When extending the range of a ranged weapon the character also gains an extra point of critical threat range.

Simply put Snipers have the training to get extreme ranges out of their weapons that exceed the expected accurate range of a rifle. A layman can hit the broadside of a barn with a .50 cal rifle at a mile but a trained sniper can hit a pumpkin sitting on the barn from that range. Sniper training is more than a plus to hit.

it doesn't expand a weapon's maximum range though, it just makes them better at hitting those maximum ranges... if you want to increase weapon range you need a weapon engineer, not a sniper.

The maximum range of a weapon is its maximum accurate range. The Beam/blast/round does not stop just because an arbitrary distance has been reached the accuracy of the round leaves what a conventional gunman can reach. Military history is full of snipers who got amazing shots at extreme range because of their training. The range of the Gun is unchanged, the range that the shooter can make the shot is increased due to specialized training.

That's an interesting house rule. If it were me making the rule I don't think I'd give a 100% bonus. It seems logical that with skill/training and knowledge of all the variables involved in making an outrageous long-range shot, you could "accurately" increase the weapon's range. For record-setting long range shots I think the shooters were also so skilled they could handle having an imposed to-strike penalty for attempting to exceed the normal maximum range. With that line of thinking, I'd make the house rule something like:
sniper skill adds +2 strike on single fire aimed shots with rifle-type weapons when the target is within the maximum effective range of the weapon. the character can use an additional apm to fire up to 50% beyond the maximum effective range without any bonus to strike from sniper skill (but keeping all other bonuses) or up to 100% beyond the maximum range, but counts as a wild shot. Those without sniper skill firing beyond the maximum effective range of their weapon lose all bonuses, counts as a wild shot.
that's just my opinion on the matter, hope it helps. again, like the thought put into range for sniping. I think a US soldier in the middle east currently holds the record for longest sniper kill... something like 2.5 miles ^^.
