To clarify, Ciudad Juarez is a wretched hive of scum and villany. Remember, this is a few hundred years after a cataclysm. Civilization and order went away. Order has sort-of returned but by and large, civilization has not. Sure, Tolkeen, Lazlo, and New Lazlo are mythic bastions of freedom, but Lone Star, Pecos, and the Vampire Kingdoms are much nearer at hand.
In the city itself, the government claims democracy but is so corrupt the same politicians have a stranglehold on office. The police are so corrupt that a gang is more law and order. Gang affiliation is a coping mechanism for many. Note, there are law-abiding citizens in Juarez. But they tend to not have access to AK-47s, vibro-swords, or energy pistols. They engage in commerce while the gangs, police, and transient merc populations engage in all manner of less savory behaviors.
Currently the party (mostly) wishes to improve on the situation in the city by reducing crime, ending slavery, and fighting corruption. To this end, Elex has started a dojo and allied with the Guard. Anna has an orphanage with the backing of her crew.

Also, the game is in Ciudad Juarez and it's territory, extending to the Pecos, Fort Reid, and if the party is brave, the Vampire Kingdoms. Travel elsewhere may occur, but is not the point of the game. Such travel may be by horse, Hummer, ship, and dimensional travel.
